The short answer to this question is yes. If the CBD-containing oil is produced from industrial hemp plants and the THC percentage is not higher than 0.2% CBD it may be freely sold in the EU as a dietary supplement (not as medicine). THC is an illegal substance in many countries, but has no psychoactive effects in a low concentration (0.2% or less). Which means it will not get you high or stoned. We have to note here that a CBD-containing oil can be illegal when it does contain a higher concentration of THC, as is mostly the case when oil is made of weed.
